Manitoba Assistant Deputy Minister of Public Health Alisa Ramrattan of Winnipeg, Manitoba has sadly passed away. The news of her passing has left many devastated. The circumstances surrounding the actual cause of Alisa Ramrattan’s death has not been made known at the time this report was made.
With nearly 26 years of service to the Government of Manitoba, Alisa left an indelible mark across multiple sectors, contributing to the advancement of government policies, programs, and services that shaped the province. Alisa’s academic foundation began at the University of Winnipeg, where she earned a Bachelor of Science (BSc). In January 1999, Alisa began her career with the Government of Manitoba, taking on the role of HR Consultant at Manitoba Conservation.
In January 2005, Alisa transitioned into the role of Policy and Program Development Coordinator. Over the next five years, she was responsible for shaping and implementing key policies and programs that had a direct impact on environmental management, conservation, and public resources. Alisa’s work in this role demonstrated her ability to navigate complex issues and devise solutions that were both innovative and practical.
Alisa’s leadership journey within the Manitoba government continued to flourish. In November 2009, she became Director of Staffing and Diversity, a role that underscored her commitment to fostering a fair, inclusive, and diverse work environment. Over the course of two years, she worked tirelessly to ensure that staffing practices met the province’s evolving needs and that diversity was promoted within the public service.
By December 2011, Alisa’s leadership trajectory reached new heights as she was appointed Assistant Deputy Minister (A/ADM) of HR Operations Division. In this capacity, she played a pivotal role in overseeing human resources operations for the Government of Manitoba, influencing HR strategy at a provincial level and ensuring that the workforce was equipped to meet the needs of the public.
In September 2011, Alisa was promoted to Executive Director, HR Policy and Programs, where she continued to make significant contributions to the development of HR policies that supported the government’s strategic priorities. Her ability to navigate complex HR issues, while balancing the needs of both employees and government objectives, earned her respect across various departments.
From May 2013 to August 2014, Alisa served as Executive Director of Apprenticeship Manitoba. Alisa’s passion for environmental issues was reflected in her role as Director of Forestry & Peatlands from August 2014 to March 2018. Alisa’s leadership journey culminated in her most recent role as Assistant Deputy Minister of Labour, where she served from August 2022 to May 2024.
Alisa’s final role, as Assistant Deputy Minister of Public Health, was a testament to her adaptability and dedication. In this position, she was poised to play a critical role in shaping the province’s public health policies, addressing health disparities, and ensuring that Manitoba’s healthcare system met the needs of its citizens.
